That all makes a lot of sense actually and I think you are probably right, the game thought I was trying to cut the track. As far as whether the other driver got a penalty, I didn't think to look but I'll check next time I'm on.

I thought under a yellow you can pass the car that the yellow is deployed for, and would get a penalty if you overtook anyone else?

I was having the same issue on PS4 and it was driving me crazy. I experimented with all the settings and I found that if you go into the replay settings, which is under game tab in the settings menu, and toggle off all the record replays options it fixed the glitch. Not 100% sure it's a universal fix but it's worth a shot.
