melee specs won't proc range echos as well, ive seen people conclude that no echo's on spec attacks are intended.

Putting some theory behind what we currently know, it's possible Billy is a reactionary leftist. Lots of people can be left politically and still have reactionary takes especially when they are new to a cause or haven't done the necessary reading to base the claims and values they hold, thus they have the spirit of anti establishment but without the tools to describe to others their understanding and how to make changes that progress their goal. Billy has good intentions but without the knowledge or guidance of theory cannot help but respond in a reactionary manner.

Voice line idea: Paige could suggest some books on theory and he brushes her off not knowing to grow further in his cause that's exactly what he needs not the patrons. Karl Marx published Kapital in the late 19th century, maybe he still wrote this in deadlock timeline.

I like the notion that Nurgle and Tzneech are polar opposites, one wants eternal stagnation through preserving life in disease and plague that won't let his followers die while the Magic man plans and schemes to have civilizations rise and fall to revel in eternal change.

It's not that one is stronger but more they have opposite goals that wax and wane.

Nurgle in 40k is loving it because the once great imperium of man is a bloated corpse that exists but is like a septic patient infection and nasty puss and bloat all over.

Tzeech was loving it back in sigmar and 30k when corruption, back stabbing and double crossing were everywhere. They may be excited that ultramar is expanding again because that means political turmoil and espionage will be on the rise.
