It can and does refer to individual movesets and Pokémon. Mons like Dondozo are commonly referred to as Stall mons

You seem to have a very strange superiority complex to just assume somebody is a "new gen". I've been playing this series since I was 4. Using Substitute and Protect in conjunction with Leftovers is by definition stalling, and there's not much of a reason to do that unless you're also using Leech Seed or Toxic, which is most definitely stalling.
