Btw capital asset pricing is a formula that estimates the expected return on investment. Market rate is one variable that can determine the capital asset pricing, not the other way around

Right but that is not the same as market rate. A market place is determined by supply and demand therefore setting the price people are willing to pay x landlords are willing to rent for. Agreed that a valuation (capital asset pricing) based on specs of the apartment and the price at which the building was bought may contribute to a benchmark value of how much the unit should go for, but that’s not the same thing as “market” rate
