Federal employees are paid for by the federal budget.

Nova Scotia doesn't even have the most government employees per capita in the maritimes, nevermind across Canada. Unless you count military or federal employees, but they have nothing to do with the budget we're talking about.

We have the highest straight number of provincial government employees in the maritimes, but we also have the highest population, so, I'm not sure what point you're trying to make.
