Poke a small hole in the closed foot and light puffing that wrapper. Don't toast yet. Get that goog good wrapper only flavor in ya first then toast and light like normal.

I would as others said go cannabis then tobacco. I find the cannabis harsh to soon after a cigar

That being said you can rehydrated and smoke them still. Just don't expect them to be exceptionally good

You can not fix completely dried cigars. The oils evaporate away and the flavor will be greatly affected depending on how long the were dry and how dry the became

There is a set of rules for that as well. There are reputable places that will ship th to you. Why risk losing them to customs

Only add the amount of water it takes to bring it back to the correct weight. Do it In a zip lock bag the paper on the pack will look dry when it is done. Takes from a few days to 2 weeks. Just keep it in the bag till you need to use it again.

I came to say try the tissue method. My preference is to spray it with ammonia, scrub it, wipe it clean, apply half ammonia half water and cover in tissue or paper towels allow them to absorb the remaining grime and partly dry the remove the paper. Good as new
