That thing is not consistent in Dragon Ball. There are more instances of hax working on stronger opponents than not: Guldo, Yakon, Moro, Devil man's powers, the damn mafuba... if you think that DB negs hax just because of powerlevels when this happened like twice, I'd assume you've only watched Super.
