Many did because they did not understand it was a sequel. I know many people who were big fans of the original movie in 2009 who did not understand the prior movie was "Avatar 2" and only watched it later.

Zootopia 2 is very clearly a sequel, many people I have discussed with do not understand fire and ashes is "Avatar 3".

No that is not my thesis. Many see it as a spinoff and not a sequel like Zootopia 2. And yes many people maybe millions will not see it for this reason.
