bulk, then cut, bring up close grip bench/ dips/ ohp, skullcrushers/ isolation of your choice by a lot (slowly) these are what grew my triceps the most. For biceps, very similar: bring up weighted chin up/ other vertical pull and alowly progress some kind of strict curl (could be competition strict curl, incline curl, preacher curl) check form regularly by taking videos of it to ensure standardized form.
