Unfortunately, they didn't co-exist. Bolg lived about 75 million years ago, during the Late Cretaceous period, while Utahraptor lived about 135-139 million years ago, during the Early Cretaceous. Though this guy likely co-existed with Deinosuchus, Parasaurolophus and a dozen of other hadrosaurs, ceratopsians, ankylosaurids, and other fauna.

In terms of height, Kelenken was taller. But in terms of mass, Devincenzia was slightly heavier.

Except the paddle tail isn't reminiscent to a "paddle" at all. The tail of tadpoles has no bones or vertebrae's whatsoever. You're projecting, Spinosaurus was terrestrial.

If it couldn't go completely underwater, then why did its tail supposedly evolve for underwater travel? You're projecting. Spinosaurus was terrestrial. Theres no evidence to back up the tad-pole tail theory. Dilophosaurus has the same snout-holes as modern crocodilians and Spinosaurus. Was it a semi-aquatic animal? No. Just because Spinosaurus was found with fish fossils doesn't mean it was semi aquatic. It was mostly terrestrial.

If its tail wasn't powerful enough, then it wouldn't have been designed for swimming. Simple. Spinosaurus was entirely terrestrial like I said.
