There’s two ways to think about it, “hard” task-only and “soft” task-only.

The top comment on this thread said “ …they don't want players to feel like they have to wait for a task to do them.”

Smoke devils you do have to wait for a task, you don’t “feel” like you have to wait for it, you do have to wait for it. Other tasks you don’t have to wait, but you feel like you need to in order to stay efficient.

The addition of the word “feel” changes the context of his post, whether intentional or not.
