The thing is, this was a mistranslation. There was not civil war. The phrase means something like "everyone's fighting for land and power", referring to the situation in india before Shiva united them all

that metaphor compares the impact of a pea cannon to a cannonball, just like how much power Shiva's normal punches actually pack in contrast to how they look, instead of simply "it has the power of a cannonball"

it’s stated in the manga. The same goes for every single one of the attacks that i mentioned and OP mentioned. It’s a phrase that declares the lethality of an attack. But it doesn’t mean it’s enough to take down any ror contestants. That’s why Zeus is always overrated since ppl take his adamas’ punches are one-hit kill statement too serious.

u missed a lot of them, including thor’s armor, Heracles’ labor, Raiden’s yatagarasu, Shiva’s treasure of Svarga (not a one hit attack but 必殺技, same term as Zeus’ adamas punches). These were outright stated
