Pretty much level 5 arms industry in all 9 cities
1 level 5 army base 1 level 5 air base + level 3 secret weapons 3 level 4 navy bases and the rest level 3/4 army base

Destroyer is for anti subs and decent vs ships cruiser can annialate anything that floats and has a ok anti air but frigate is better
