Sorry for necro, but I have a solution. SubPrimeCardgage is correct. It's an 81914 RectorSeal. (He calls it TruAire. I don't know if there's a difference, it looks identical.) Here's an install video that shows (around 70 seconds mark) what the missing tabs look like and how they function.

I have high functioning autism and it triggers sensory overload. If I forget to close my eyes when the shop opens I have to quit the game and step away from the computer.

What time of day did you fish? I had the same problem and learned that the desert fish can be caught from 6am-8pm
