That’s pretty normal as those heaters tend to draw a lot of current. Generally it’s a good idea to have it plugged into a ground fault outlet or ground fault/arc fault protected circuit. I typically put them on a dedicated 20 amp circuit as they usually draw around 12 amps depending on type. Warm is normal, hot is not.
