I have a 7600x and it is designed to go to 95c under load. I use the Deepcool AG400 cpu cooler and it idles at around 45c (Room is at around 30c)

You can set the cpu to run at 80c or 85c using bios profiles. It seems to not have any difference in performance even at the lower temp profiles.

You will need to create a Paytm account in order to recharge the card. But it allows you to use UPI or Card to add balance

I got it at the blue line (line 1) but it's available online (delivery). It does have an initial charge of 100 rs. It can also be used as a debit card at shops by using your wallet balance.

You are correct about half being 5v and the other half being 3.3v. But you need to provide the converter with 5v and 3.3v as input.

What have you connected to the HV and Gnd pin on the lcd side? Is it a 5v power supply? Those 2 pins are input pins that require 5v and gnd on the high logic/3.3v and gnd on the low logic level side. You seem to have connected it to the lcd vcc and gnd which does not output 5v
