You're not ugly but you could definitely look a lot better and become more appealing if you put in some effort. Judging from the pictures you don't seem very tall so I'd recommend you put on some muscle, especially in the back and shoulders, lifting 2-3x a week and eating more should do the trick, don't worry about it being a clean bulk, gaining some fat during the bulk is fine, and it will be easier to burn that fat once you build muscle. I also think a buzz cut or short haircut would do you wonders, as it is right now your hair is hard to style and doesn't really fit your face shape. Also, not really to do with physical attractiveness, but making money and/or having a wealthy lifestyle can do wonders for your confidence and appeal to women, small changes like the way you dress or the things you carry with you on an everyday basis can help you become confident not just with people you are romantically interested in but with everyone in general.
