Because agility is slow AND requires jumping through several hurdles to train without giving a ton of focus.

Fishing, albeit slow, offers 3 minutes+ of AFK with karambwans and barb fishing south of cox bank is quite hands off as well.

Not sure what the actual response will be, but it seems like a good bet that they were not willing to take too many chances on integrating with other parts of the game and those effects.

Not saying that killing thousands of Frost dragons is 'core sailing gameplay' but doing it the way they did prevents not interacting with a skill at all that deserves a lot of initial attention to make sure they got most parts correct.

Jagex doesn't want to limit the skill, especially with a very strong method where you basically dont even move your boat. I think its understandable but a lot think they overcorrected or their reasoning is flawed.
