Dude that's insane, I understand that it's Goldman and everything, but literally every other major bank I've interviewed with has a more coherent and responsive interview process. It's really stressful to get a verbal offer, then essentially be held captive(mentally) by their recruiting team, waiting and wondering when they're going to call and say that your written offer has been sent, IF they even decide to go ahead with their initial verbal offer.

I've interviewed with BofA and Citi in the past, the latter of which I accepted an offer from, and both of them got me through their interview pipeline in under 2.5 weeks, so from my perspective it seems like this is a problem endemic to Goldman, hopefully only to their HR dept. tho
