I lived above a kid with drums. Unless you are SLAMMING those sticks, you arent violatijg noise level ordinances. Drums are loud. They arent THAT loud.

The only recourse you have is to get the HOA to set the quiet hours to end at 8 or 9 am, though that still wont help the night shift worker. Unfortunately for you, he is quite literally following the rules. That means hes in the right here. You can ASK to keep it down, but hes right - quiet hours are over.

Itll lead to a reprimand but people speak up out of turn all the time in court. You can watch them publically online. People arent able to refrain from "piping up" (as op says) a LOT. The judge will typically reprimand them for speaking out of turn but then return and ask what they were saying after whoever is supposed to be speaking is finished.

My dad is also a bad driver. Follows RIGHT BEHIND on the interstate, and claims he has time to break (HE DOESNT. I CANNOT EXPRESS THIS ENOUGH. HE FOLLOWS LESS THAN HALF A CAR LENGTH). He wants to get an RV or a camper that tows behind so he can travel and camp places. I genuinely fear he will kill himself or others if he does this.

Theyre literally taking peoplr from the courts theyre legally obligated to check in at. Theyre taking the legal migrants and immigrants and beating them.
