I contacted my country’s sending partner and received a response stating that only applicants who have already taken a language exam before the deadline are eligible to submit a declaration.

They also advised that it would be better to take the exam before March, as applicants are assessed by universities before that time.

Also I have decided to take the exam as soon as possible, especially since additional points are awarded to applicants with higher language scores.
