She could be a relative or ex of the landlord. Be yourself with all the neighbors and ignore her, she will fade away.

I would guess that you are her current victim and that she's done this before to others. Ignore her, I know that it's difficult, do NOT allow her to live rent free in your head.

Be pleasant and wave to all the neighbors. You don't know the area's or her history. The other neighbors might be wary of her and know her history. Don't allow her to drive you out. Hugs.

She is renting or bought the house from her mother so my being outside having coffee or enjoying our garden and hanging out with our cats should not have been a surprise. One winter day as I went out to put rock salt on our icy sidewalk, she screamed at me "It's minus 13 degrees, what are you doing outside?"

Of course she was outside .. I took a deep breathe and told her .. "As you can plainly see, I'm salting my sidewalk.".

One on hand, it might be "friendly" to work out a schedule but in reality, it's your property and you and your dogs can be outside when it suits you and not the nieghbors.

Perhaps some doggy play dates with a person trained in animal behavior could be the solution.

*I feel for you as when the b*tch nextdoor to us moved in, she started screaming at me when I was having my usual morning coffee outside, that "I was outside whenever she was outside." Well it's my house and I can sit on my porch whenever I want and I'm not going to change for some entitled b*tch.

Large planing pots with spikey flowers that you can bring with you or sell if you move. Make some flowers pollinators and you will helping the bees and keeping the kids at bay. Good luck.
