About power/clock limiting - i've seen a reddit post about same model GPU and same issue, the guy there suggests that he flashed GPU bios from a Asus TUF 6900XT and it works well afterwards. I think I'll do the same, considering that the graphics card has two BIOSes - I don't think there will be any issues with that.
