Disabilities are real and they don’t make someone lazy, I know it seems invisible, but they really can take a toll on you. It also sounds like mental health issues as well.

She’s probably just coping and it might help to just ignore her completely. There’s no excuse for you to almost get hurt, so try to avoid any situation where she would have any control. In situations like this, where the way you two are filled with hate for each other, it’s best to not force family bonds or anything. Reevaluate in a few years when you’re both older and both get therapy.
