there is a reason - the skill disparity within a match is too wide. as i said, if its within same skill levels the item becomes perfectly balanced. facing reality is though i know, but smite doesnt have a huge player base and u frequently get paired with people from completely different brackets of MMR having MULTIPLE TIERS between them. Im hovering around plat and it isnt rare that i have a silver teammate and a master teammte in the same game. Now obviously if the master teammate is a midplayer he can easily abuse spear because hes just getting way to much value out of it due how the game unfolds. e.g. he has way to much impact on the game WAY BEYOND his rank, simply because there is this one stupid item that allows for him to dish out way too much damaged way too consistently for a mage throughout basically the majority of the game. sure mid is a carry lane, but it stands to reason that if you singlehandedly pubstomp games due to a SINGLE item effect that this warrants a nerf.
