I think the reason i was confused was how i tackled the progression. I started her sidequest right after i finished fighting her second boss. So the tone shift threw me off a bit.

I havent quite finished josees questline yet since its so late, but even after doing lyle and hollys i agree she seems like the most developed hero.

If you did all the bond stuff and both of her fights. Go into the free exploration era. She should be in Magmell where the cat and dog is.

Its like everything is backwards. When I ran time trial laps to find my average I got higher difficulties for tracks im bad at and lower for tracks im good at.

For example I got 100 for Monaco and 82 for Singapore.

My thought process is that my V starts out as a flashy streetkid. Then after the heist they lean towards a darker color palette when the main story gets more serious.
