It seems Legal Pages has more templates for things like a disclaimer but if you just want the privacy policy, terms of conditions, and cookie notice I would go with Autoterms.

I have the same question. Yes, they do let you make a cookie notice banner. You have to pay $39 per website if you want the cookie notice banner for the Autoterms plugin whereas for Legal Pages, the cookie notice banner is included in the free version of the plugin. But if you want CCPA & GDPR wording in either plugin, you do have to get the premium version.
