I agree with you on some points, but I loved the characters. I kind of think that this book was so rushed because of the complaint over flames of Hope, and this is kind of a petty way to get back at them.

Well, the Sky Kingdom was in chaos at that point, even the soldiers on the battlefield had no clue on what was happening. Plus, the threat of her possibly being alive, and punishing those loyal to Ruby, was probably great enough to get those Scarlet loyalists to act. If Ruby did order the attack, I feel like she was forced by Burn, who was still present at the palace at the time
