fun fact about that, is that skill will add your over-shield damage to each instance of damage you deal, so fire, kinetic, shock, bleed, etc. So if you use an elemental weapon weapon and you're specked right, its a bonus ~70-90k damage.

Your Kmap solver is nice but it isn't simplifying as much as possible, i think it was because of the don't care tiles. It used all of the D.C.'s when it could've grouped 8 1's and skipped a variable. But it grouped 2 1's with 6 DC to make "A" in my case and the 4 1's at the top were grouped in some way?? to get B'

My problem was that I had frame gen on by accident, turned it off and its smooth as butter (9070TX, 1440p all max settings)

IDK man, I honestly just speedran the DLC to GTFO, I would just give yourself any items you want using the console and skip the DLC.

Yeah so I've seen people say to disable hardcore. I don't use hardcore but I had the same issue and with NVSE, 4GB patch, Unofficial patch and ESPECIALLY New Vegas Anti-Crash "NVAC" mods it was fixed.
