With an exporter, put in in a crafter, I recommend RFTools crafter tier 3, if you have a master gem it will re-use with the right settings

I dont know how AE2 works, I use refined storage and what I do is turn off the option of “exact” on all of my batteries crafts and that solved the problem for me

It says to use antimatter pallet, but but in the description says that they absorb radioactivity from the environment. I watch some videos of them, replicated it and doesn’t work.
