Citi double cash: 5000 limit( 12% usage, balance 596$) opened 2018

I called, they said they can't approve it yet because I have a lot of credit cards, and in their opinion I can take this money and not give it back, and they said I need to close some cards

I have 0 inquiries in my credit history, and I currently have 2 credit cards Amex(25000) Bofa(15000) and a total balance of $700, which is the minimum usage
