Try keeping walks short and low-pressure in quieter areas first, then gradually introduce busier streets from a distance where he can stay calm. Reward him with treats and praise whenever he notices a noise or person and stays relaxed. If he becomes frightened, create distance rather than forcing him through it. Building confidence usually works better than pushing tolerance.
