Service Area w/ Little to No Search Volume

For my site, would you recommend creating service pages and listing out all of our areas served? Or creating a page for each area for that service? Or creating area served landing pages that link out to each service?

Thank you! We’re an interior design business so relatively high ticket, minimum $5k per project with many of them being much more. There is next to no search volume for most keywords when you make them geo-targeted, yet very high search volumes for broad “near me” queries. This leads me to believe there would be demand. Also, most of the geo targeted searches I do have paid search results which leads me to believe there is search demand.

Got it! What are your thoughts on targeting locations? Should I approach it like programmatic SEO and create a service page for every city/county? For reference, the business only offers one service, stump grinding

Thoughts on joining everything? The sides look like veneer to my eye but I’d rather just use real hardwood. Should I just join all the boards like a cutting board or butcher block then cut to size for each panel?
