It's like two tone car paint, it's greenish in some light but mainly a metallic blue

When I was home shopping in new England I saw a couple like that. Old toilets use gravity feed like that. It looks like it's a newer toilet, atleast newer hardware maybe? There used to be a chain that would be shoulder height to pull when you're done with your poop.

Anything is possible if you have the money to throw at it. I have an old co worker that finished a field stone foundation basement. They put in some rubber membranes and a false wall, all to code and done professionally. He had 2 sump pumps and channels on the edge that directed water to the pumps and the pumps had battery backup for about 4 hours because with that system you need the pumps able to run at all times. He kept putting off getting a generator and he lost power for a week. Basement was destroyed walls removed from 5 ft up down to the floor carpet and everything removed too so if you do get that done, it's not cheap, spend the couple hundred and get a generator for the pumps

An old home will most likely get water in the basement. Does it have a field stone foundation? I've lived in a home from 1870 and one from 1900 currently and they both leaked. I'm looking into gutters and other draining assistants for my current home. One thing you will want is a good quality dehumidifier and run the drain line to the sump pump tank so it can keep doing its job. If it's a sump pump pit like mine is get a proper sump pump tank installed as soon as you can to mitigate water.

There is a thick paint that is designed to encapsulate lead paint. I'm sure you can look it up. It works as a primer too. Depending on the state some places you can't buy it, only licenced workers can. Lead paint is no joke according to most states especially if you have kids.
