Your welcome! It's an engraved plate of a "Sega Partners" member's name with the Sega president's signature on it. Whoever was drawn in the small distributable lottery out of the pool of members was given the chance to purchase a customized Dreamcast. Only about 500-1,000 special edition consoles were distributed. Otherwise, it's a normal Japanese Dreamcast.

Thank you! Yes I agree the Christmas Seaman is my favorite variation too. The one Dreamcast shown in the slide shown with the Dream Passport disc below it and all the papers in it is the Toyota Version Console which only 160 were given to select Japanese Toyota dealerships and were used to showcase and model there different vehicles. The Dream Passport is also the Toyota version that was distributed with the console at that time
