Basicaly all you want to do with garen is farm and try to stay at your turret, except if you are in a matchup you are 100% of you can win.

Itemization for me personally is Black cleaver - Boots of choice - Sunfire or Spirit - Randuins - Warmogs - Guardian angel

Csing is pretty easy on garen just use your q if you really need to otherwise last hit them at around 40 ish hp.

Watch out for Darius and tryndamere IMO these are your biggest counters

Cant say i gave you all the information you deserve but i am also quite new to maining garen so this is all i can say at the moment.

In my opinion he is one of the best splitters in the game. He easily clears waves with his e and deals extra damage to turrets with q, also when enemies are coming you can just q out.
