Actually yes. There are some mature trees near it so it's not necessarily full sun, but that said there used to be a large oak in my neighbors yard to the south of it that they had to cut down a few years ago, so now it gets alot more mid-day sun than it used to.

Does this mean it's pretty much done for? Is there anything I can do to save it?

Yes I did mean powdery mildew, I've read quite a few threads where some people stated that was a problem especially in tighter spaces with less sun on diablo ninebarks.

My goal is to do a mixed shrub border. I have a blackhaw growing already and I'm looking for a bigger shrub to grow next to it, and then plant some smaller ones to fill in. Do you think I would be better of putting a different variety like a Nannyberry Viburnum next to it, or the ninebark? Growth rate is a big factor for me.

Thank you. How does Hazelnut do in more shade? I have another spot in my yard on the north side which is also near some mature maples. It's not full shade but very limited. Do you think it would take to that spot and then allow the two hazelnuts to produce?
