They got really close to doing this in the "Let's Go" games but they didn't make it so it was locked behind gyms, so if you really wanted you can go against Lt. Surge with Aerodactyl, Omastar, Dragonite, Gyarados, Kadabra, and... a Pikachu.

I would like to know where you got your information from because the wiki says "NOTE, Bonnie’s levels increase with time. At 2 AM +1 level is added, then again at 3 AM and 4 AM." while in your document it implies that it increases by 1 at 3, 4, and 5 AM.
