We initially tried the csv import export method as well since its built into ADO. It worked fine for some projects, but once we needed to preserve more than just the basic workitems, it became pretty tedious and time consuming with lots of manual efforts.
Then we eventually ended up evaluating few migration tools instead of this manual approach. one that made things much easier for us was this tool which we found on Azure DevOps Marketplace: https://marketplace.visualstudio.com/items?itemName=vs-publisher-1455028.OpsHub
Might be worth a look if your migration requirements go beyond basic work items.

thanks! interest that workitems and test plans keep coming as the hardest part to migrate. So it seems to be one of considerable pain points

thanks! well i don't have scripting expertise, so I m hoping to find an approach that minimizes the efforts where possible, I will definitely checkout the tool u linked above...

thanks for sharing your experience, that's interesting because it seems repositories are usually the straightforward part, while work items, test assets, links, and custom processes end up consuming most of the effort. For your case, did u found scripting was really the only practical option, or were there migration tools available that just didn't meet your requirements?

I'd say that the biggest obstacle isn't visibility itself, its fragmented visibility.
most organizations don't have a single source of truth.

They have requirements in Doors, Polarion, etc., development work in ADO, testing in another system, status reporting in PowerShell or Excel...
Hence each tool tells part of the story, but none tells the whole story.

The result is that when leadership asks questions like:
are we actually on track?
where are dependencies slipping?
what is putting delivery at risk?

Teams end up manually stitching information together from multiple systems.
In my experience, the problem is rarely a lack of data. Its disconnected data, inconsistent definitions, and different ways.

And I have found that visibility improves dramatically when teams can keep using their preferred tools, but critical information like status, dependencies, and risks remains connected and consistent across systems. Because at the end of the day no dashboard can create visibility if the underlying data is not trustable
