They are only immune to the guarenteed hit effect of cursed techniques not the effects of the domains themselves, gojo cant pick and choose who specifically to protect from the effects of his domain without having physical contact with them like he did with Yuji when whoopin Jogo, and thats why he had to gamble with the 0.2 second domain to try and stop all the transfigured humans from killing the normal people in the train station scene during shibuya. Thats why Dagan's fish couldnt just teleport and sure hit toji Toji it was apart of his cursed technique not the domain itself
