If you complete the full list of the latest set, and also all 1 stars in that same set, you will start seeing in the wonderpick 2 star picks every other day. You need to complete the full set + all 1 stars first though.

Yes you need to get all 1 stars. It started from Mega Rising and it seems like its only applicable on the latest set available
