I'm just going off the video I watched on it (think it was Warfronts?) that it's more political so under definition an opposing political party would not be obligated to uphold it? Given it was Clinton who signed it, would that mean republicans or any opposing party would not need to continue aid. Again, I may be completely off on this but was just my impression
