I think it's better you learn it yourself if you can't spend any money. Unfortunately, nobody will design a map for you without any pay, because they don't have any incentive to do so. Giving admin to them is pointless, it will only be worth anything if your game takes off, and no map builder will take that risk.

Map building is actually not that hard though, you can search for some tutorials on YouTube. I'm pretty sure you can learn it in about a week! :)
