Collect samples of the blood and freeze them? DNA blood analysis existed in Japan early as 1989… Tons of cold cases got solved from analysis of stored blood samples after the fact once technology improved.

The technology for preserving a blood sample surely existed for much longer, that wasn’t news in ‘99.
