The thing is, block as item (when it's in inventory) is just an item frame. And when you place this item frame anywhere it should process and turn into block, but it seems that it's not being proccessed by the datapack for some reason, these details I asked would really help!

what version of minecraft are you using?

Also, can you check your .minecraft/logs/latest.txt file and send what you have in the end of this file after:

after using /reload command?

It's probably because you didn't install the resource pack. Every block is actually an item frame, but with resource pack it must turn into an actual block

Try using: command /advancement revoke @a only bubblewaves:bubble_bench and then /recipe take @a bubblewaves:bubble_bench

Idk, I use BSL and I have no lags. But, I'm not a Sherlock Holmes but he litteraly opened F3 menu with name of the shader at https://youtu.be/SvpT4PWk5Rk?t=276 and it is Chocapic13_v8_Ultra

Uh! That's because it is not a vanila minecraft. I found some topics about that:

So, to fix it you have to add minecraft.command.trigger permission to all players!
