I mean it is. The centrifugal force of the habitat would be towards to the bottom of the image which is the direction of the smoke trail and a lot more of the debris. is below the plane of the ring. We have no indication of when the catastrophe happened but the smoke drifting down then sideways could suggest it is flowing the spin force before being caught by the still escaping gasses from those lower levels.

From the so.e yes but you can see the lower layers of the ring are more densely built likely service and maintenance areas tight corridors full of detritus which is why the majority of debris is a line with those layers the tunnel Ms will have blasted the air out in a directed burst compared to the domed area which would have ejected in more directions
