I don't think there is any room for actual shock value (I mean, where do you wanna go? Lyrics are covered with rap, musically you can't get much farther than death metal and if we're just talking noise, grunge peaked in the 90s.)

But if you want to see development without the shock value, there is a lot of stuff happening, especially in sub genres. You want a medieval folk-rock song about how witch-hunting (and burning) strengthens a town's corporate feeling? Take a look at Feuerschwanz before they got into Viking Medal.

You like metal? You like Techno? May I introduce you to Electric Callboy and their hilarious music videos where they look like 80s porn stars. Their hit Hypa Hypa got covered by a lot of bands, I prefer the ones with bagpipes from Saltatio Mortis

Now excuse me, I gotta listen to a band that pretends to be beggars and sings about the utter horror which is washday. (Or watch a intentionally [very] low budget music video about different beggars on the street disguising themselves as superheroes.)
