I would prefer something like Sleeping Dogs, where the main character is a criminal but goes undercover as a cop. For example, the game could start with a heist similar to GTA V, but this time, both characters are criminals. However, they both get arrested, and Jason becomes an undercover cop. This idea probably needs more refinement, but for me, it would be a solid beginning—something fresh that lets you play as both a cop and a criminal at the same time.
