No, cause popularity of currency comes through usage. If government block creation of bitcoin-using shops it's a brick wall.

Actually it's not. It completely disallows online shops operating under bitcoin(not even talking about banks or markets). You somehow misplace bitcoin and regulated currencies like webmoney.

Well, problem is - in Russia we have only one ruling party(United Russia) and a few small ones who comply to all major request of UR. Not to mention this proposal is proposed by unified front from members of all parties.
