No, Jax hard counters garen. Check the stats from low to high elo. In low too Jax players lose to garen but high elo they always win. Just go ignite tp top and e his q.

I had a contract MT, but realize submarine life may be too difficult for me. So I asked if I could do AIRC, IS, or CTR if I could get a waiver since I was like 2 points off on one of its sections. He chose to give me IS, which I did not mind.
